The 2010 March Break Reimbursement Fund is available to Ontario families who either retain the services of a one-to-one support worker or pay for a March Break camp/program for their child/youth with ASD.
Maximum reimbursements of $400, per child or youth, (18 years or younger) will be made to help subsidize services purchased between March 15-19, 2010.
The deadline for all applications is March 31, 2010, no exceptions. Reimbursement will be made on a first come, first served basis.

Foire aux questions
Le Fonds de remboursement de la semaine de relâche 2010 est offert aux familles qui font appel aux services d’un travailleur de soutien individuel ou encore qui souhaitent que leur enfant participe à un programme de la semaine de relâche pour les enfants ou les jeunes ayant un TSA.
Un remboursement maximum de 400 $ par enfant (18 ans ou moins) sera offert pour subventionner les services acquis entre le 15 et le 19 mars 2010.
Un remboursement sera effectué selon le principe du premier arrivé, premier servi.

PRENEZ NOTE DE CETTE DATE : Symposiums sur la planification gérée par la personne
La Direction des services communautaires et des politiques en matière de déficience intellectuelle du ministère des Services sociaux et communautaires tiendra cinq symposiums sur la planification gérée par la personne en mars 2010.
Ces symposiums visent à susciter une compréhension commune à l’échelle provinciale de la planification gérée par la personne, en partageant l’information et en discutant des valeurs, des principes et des fonctions fondamentaux qui y sont liés. Les symposiums examineront aussi pourquoi la planification gérée par la personne est importante, et les partenariats requis pour promouvoir les valeurs et les principes qui alimentent cette méthode de planification et de facilitation.
L’assistance à ces symposiums sera limitée à 100 participantes et participants provenant des groupes suivants : adultes ayant une déficience intellectuelle, familles, fournisseurs de services et à d’autres souhaitant en savoir plus sur la planification gérée par la personne. Les inscriptions se feront dans l’ordre des demandes.

SAVE THE DATE: Person-Directed Planning Symposiums
The Community and Developmental Services Branch of the Ministry of Community and Social Services will be hosting five symposiums about person-directed planning in March 2010.
The goal of the symposiums is to create a shared provincial understanding about person-directed planning by sharing information and discussing the core values, principles and functions associated with person-directed planning, including why it is important and the partnerships required to promote the values and principles that drive this approach to planning and facilitation.
The audience for the symposiums will be capped at 100 participants in total from the following groups: adults with developmental disabilities, families, service providers and others who are interested in learning more about person-directed planning. Registration will be on a first-come, first-served basis.
The symposiums will be all day events and will be held in:

· Toronto on March 23, 2010
· Ottawa on March 26, 2010
· Thunder Bay on March 29, 2010

Federal budget offers few changes related to financial services industry
2010 budget highlights
The Conservative government's budget on March 4, 2010, announced no new changes to tax rates and proposes only a few changes directly affecting clients. This article does not contain a complete list of proposals, but outlines the ones relating to the financial services industry.
Please note the budget contains proposals that may undergo revisions before becoming law or may be defeated, especially since a minority government is in power.
Proposed changes
Rollover RRSP proceeds to RDSP
The fair market value of investments held in a registered retirement savings plan (RRSP) or registered retirement income fund (RRIF) at the time of the annuitant’s death is generally included in the deceased’s income in the year he or she dies. Exceptions to this general rule include amounts transferred to an RRSP or RRIF of a spouse, common-law partner, or financially dependent child or grandchild with a physical or mental disability.
The budget proposes to allow the same tax-deferred rollover from an RRSP or RRIF to a registered disability savings plan (RDSP) of a financially dependent child or grandchild. The maximum rollover amount permitted is based on the beneficiary’s remaining RDSP lifetime contribution limit. The rollover proceeds reduce the beneficiary’s lifetime RDSP contribution room and will not generate a Canada disability savings grant (CDSG). The beneficiary is taxed on any withdrawals from the amount rolled over.
The proposal applies to deaths after March 3, 2010, but amounts cannot be transferred into an RDSP before July 2011. The budget states there will be special transitional measures for deaths that occur after 2007 and before 2011.
Carry forward of RDSP grant room
Annual contributions to an RDSP may generate Canada disability savings grants (CDSGs) or Canada disability savings bonds (CDSBs) from the federal government. Currently, there is no carry forward of unused CDSGs and CDSBs, but the budget proposes a carry forward of such entitlements for 10 years.
Changes for charities
Currently, the Income Tax Act (Canada) requires a charity to spend at least 80 per cent of the previous year’s tax-receipted donations every year. There is an exemption if the donor directs the charity to hold gifts for at least 10 years; these gifts could include life insurance premiums or proceeds. For the charity to receive this exemption, the donor must submit a letter requiring the charity to hold the gift for at least 10 years. The budget proposes to remove the 80 per cent requirement, so it appears the letter may no longer be required.
As well, the Income Tax Act (Canada) requires the charity to spend 3.5 per cent of all assets not currently used in charitable programs or administration, if these assets exceed $25,000. The budget proposes to increase the amount from $25,000 to $100,000 for most charitable organizations. This increase does not apply to charitable foundations.
The budget also proposes to tighten measures to ensure charities continue to expend most of their gifts and funds on charitable activities.

Dans le budget déposé le 4 mars 2010, le gouvernement conservateur n’a pas touché aux taux d’imposition et, dans ses propositions, seuls quelques rares changements auront des répercussions directes sur les clients. Le présent article ne renferme pas une liste complète, mais il résume des mesures proposées touchant l’industrie des services financiers.
Veuillez prendre note que le budget renferme des propositions susceptibles d’être révisées avant leur adoption, ou qui pourraient être rejetées, car le gouvernement actuel est minoritaire.
Changements proposés
Roulement du produit d’un REER à un REEI
La juste valeur marchande des placements détenus dans un régime enregistré d’épargne-retraite (REER) ou dans un fonds enregistré de revenu de retraite (FERR) à la date du décès d’un rentier est, en général, ajoutée à son revenu pour l’année de son décès. Les exceptions à cette règle générale visent les montants transférés à un REER ou un FERR établi au nom de l'époux, du conjoint de fait, ou d’un enfant ou petit-enfant financièrement à charge du contribuable décédé, en raison d’une déficience physique ou mentale.
Le budget propose d’autoriser le même traitement fiscal différé lors du transfert d’un REER ou d’un FERR à un régime enregistré d’épargne-invalidité (REEI) établi au nom d’un enfant ou petit-enfant à charge financièrement. Le montant maximum pouvant être transféré avec report d’impôt est fondé sur le solde des droits cumulatifs de cotisation au REEI du bénéficiaire. Le montant transféré avec report d'impôt réduira les droits de cotisation au REEI du bénéficiaire, sans lui donner droit à des versements au titre d’une Subvention canadienne pour l'épargne-invalidité (SCEI). Le bénéficiaire est passible d’imposition sur tous les retraits découlant du montant viré.
La proposition s’applique aux décès survenus après le 3 mars 2010, mais les montants ne pourront pas être transférés à un REEI avant juillet 2011. Le budget stipule que des règles transitoires spéciales s’appliqueront aux décès survenus après 2007 et avant 2011.
Report prospectif des subventions dans le cadre des REEI
Les cotisations annuelles à un REEI peuvent donner lieu à des Subventions canadiennes pour l'épargne-invalidité (SCEI) et à des Bons canadiens pour l'épargne-invalidité (BCEI) du gouvernement fédéral. En ce moment, la partie inutilisée des droits au titre des SCEI et des BCEI ne peut pas faire l'objet d'un report prospectif, mais le budget propose de permettre un report prospectif sur dix ans de ces droits.
Changements à l’égard des organismes de bienfaisance
À l’heure actuelle, aux termes de la Loi de l’impôt sur le revenu du Canada, les organismes de bienfaisance doivent dépenser chaque année 80 % des dons assortis d’un reçu fiscal de l’année précédente. Une exemption s’applique si le donateur enjoint l’organisme de bienfaisance de conserver les dons pendant au moins dix ans; ces dons pourraient comprendre les primes ou les produits d’une assurance-vie. Pour qu’un organisme de bienfaisance puisse se prévaloir de cette exemption, le donateur doit lui remettre une lettre l’enjoignant de conserver le don pendant au moins dix ans. Étant donné que le budget propose d’éliminer l’obligation de dépenser 80 % des dons, il semble que cette lettre ne sera plus requise.
De plus, aux termes de la Loi de l’impôt sur le revenu du Canada, les organismes de bienfaisance doivent dépenser 3,5 % de tout l’actif non affecté à des activités de bienfaisance ou non utilisé à des fins administratives si cet actif dépasse 25 000 $. Le budget propose de porter ce montant de 25 000 $ à 100 000 $ pour la plupart des organismes de bienfaisance. Cette augmentation ne s’applique pas aux fondations de bienfaisance.
Le budget propose également de resserrer les mesures faisant en sorte que les organismes de bienfaisance affectent le maximum de leurs dons et de leurs fonds à des activités de bienfaisance.
